ビル・クーパー博士はイギリスにおける『創造科学ムーヴメント』（ＣＳＭ）の副代表であり理事です。彼は『創造研究院』の非常勤教授でもあります。
彼の著書としては、『大洪水の後』（1995年）、『創世記の信憑性』（2012年）、『新約聖書の信憑性』（2013年）、『ヨシュア記の信憑性』（2015年）等があります。
また彼は、創造論、古人類学、聖書弁証学、宗教改革および英語聖書の歴史に関する多くの専門記事の執筆者でもあります。
彼は英国キングストン大学を卒業後、エマヌエル大学にて博士号を取得。
現在は妻エイリーンとイングランドに在住し、二人の娘、多くの里子、五人の孫がいます。
